Haiti - FLASH : Fritz Alphonse Jean denies any connection to Erik Prince's Vectus Global contract 18/08/2025 09:55:04
Fritz Alphonse Jean, the former President of the Transitional Council, stated in a memo that he was unaware of the existence of an alleged 10-year contract between Haiti and the mercenary firm Vectus Global, owned by Erik Prince, founder of Academi (formerly Blackwater Worldwide), the world's largest private military company. The former President of Haiti's Presidential Transitional Council (CPT), Fritz Alphonse Jean, denied any connection with Prince's project, stating that Vectus Global would participate in the implementation of a tax system for goods entering the border from the Dominican Republic. Alphonse Jean made this statement despite the fact that Vectus Global began operations in Haiti in March 2025, primarily deploying kamikaze drones in coordination with a task force led by Prime Minister Alix Didier Fils-Aimé, at the same time as Jean had just taken office as President pro tempore of the Transitional Council for a five-month term. According to a Reuters article published on August 14, Erik Prince stated that Vectus Global had signed a 10-year agreement with the Haitian government to fight gangs and, once the security situation stabilizes, to participate in the design and implementation of a program to tax imported goods at the Haiti-Dominican Republic border. https://www.haitilibre.com/en/news-45554-haiti-flash-foreign-mercenaries-will-stay-in-haiti-for-10-years.html In a note responding to various requests from national and international media, while the new CPT President, Laurent Saint Cyr, took office about ten days ago, the former CPT President, Alphonse Jean, stated, "[...] no one in my office is aware of this contract. The persistent rumors on this subject raise serious concerns [...] the prospect of a long-term contract signed by the transitional authorities would in itself constitute a kind of challenge to state institutions," explaining that this contract would be binding the new President, whom Haitians should, in principle, elect in democratic elections before February 7, 2026. He recalled that the Haitian State has a regulatory framework, particularly for the management of national security issues. Such a sensitive issue must be the subject of consultations between the government and the CPT. A negotiating committee must be formed to finalize a possible contract with the selected company. He emphasized that a decision authorizing the signing of a contract with a selected company must be taken by the Council of Ministers and be subject to a public call for tenders. Government Version :According to our information, Evergreen Trading System Limited is expected to be awarded a 10-year contract (which has not yet been signed) to modernize customs and border services. This project, which requires a private investment of several hundred million dollars, is not intended to replace the General Customs Administration. The Haitian government will contribute $14 million to this project, with the remainder being financed by private investment. Evergreen Trading System Limited will have 10 years to recoup its investment and generate profits, based on a performance-based payment method. The tender documents must be submitted to the National Procurement Commission and the Superior Court of Auditors for approval. SL/ HaitiLibre
