Haiti - FLASH : The Ministry does not recognize ISSEPJ University doctorates and threatens...

The Ministry of National Education and Vocational Training (MENFP) is outraged by the decision of the Higher Institute of Economic, Political, and Legal Sciences (ISSEPJ University) to organize a graduation ceremony during which doctoral degrees were awarded to students through the Validation of Acquired Professional Experience (VAEP).

The MENFP reminds the public in general, and Higher Education Institutions (IES), in particular, that such a decision flagrantly violates Article 12 of the "Law on the Recognition and Validation of Acquired Professional Experience (RVAEP)" published in Le Moniteur on Monday, February 23, 2019 (174th Year - Special Issue No. 6). Article 12 stipulates that "National Higher Education Bachelor's, Master's, and Doctoral degrees are not accessible through the Validation of Acquired Professional Experience (VPA) process."

The ISSEPJ University graduation ceremony and similar ceremonies organized by other university entities also violate Articles 186 and 190 of the Decree on the Organization, Operation, and Modernization of Higher Education, published in Le Moniteur on Tuesday, June 30, 2020 (175th Year - Special Issue No. 11).

Article 186 of said Decree stipulates that "Doctoral training is the highest level of training in the national higher education system. It is provided in rigorously evaluated and monitored doctoral schools, regularly mandated and authorized by the regulatory body."

Taking into account all these legal requirements, the Ministry denounces this graduation ceremony, does not recognize this diploma or the accompanying grade, and asks the competent authorities to assist it by taking public action against the perpetrators and accomplices of this ceremony.

In the meantime, the Ministry has banned all administrative and academic activities at ISSEPJ University nationwide until further notice.
