On Monday, September 8, 2025, at the Villa d'Accueil, in the presence of the Transitional Presidential Advisors, several members of the Government, representatives of civil society, academia, and other prominent figures, Laurent Saint Cyr, the President pro tempore of the Transitional Council, officially handed over copies of the documents to the members of the Haitian National Committee for Restitution and Reparation (CNHRR), marking the effective inauguration of this national body.

In his speech, Laurent Saint Cyr praised the historic significance of this initiative. "With this decision, the Haitian government entrusts you with an unprecedented responsibility : to remind the world that restorative justice is not a luxury, but a necessity."

The committee is composed of 21 members, including a representative from the Presidency, one from the Prime Minister's Office, one from the Ministry of Economy and Finance, one from the Ministry of Foreign Affairs, five representatives from civil society, and 12 prominent figures from the academic and scientific worlds of Haiti and abroad.

Furthermore, Saint-Cyr reaffirmed the Presidential Transitional Council's commitment to supporting the Committee in fulfilling its mandate and urged its members to be guided, in their actions, by excellence, scientific rigor, and unconditional love for their country.
