Haiti - FLASH : Haiti's fate in the hands of Xi and Putin

Presidents Xi Jinping (China) and Vladimir Putin (Russia) are hesitant to support the resolution presented by the United States and Panama to the Security Council, aimed at creating a "Gang Suppression Force" in Haiti, Gangs that have been designated foreign terrorist organizations and global terrorists by the State Department. https://www.haitilibre.com/en/news-44822-haiti-politic-us-designates-viv-ansanm-and-gran-grif-as-foreign-terrorist-organizations-official.html

Should be noted that the resolution presented by the United States and Panama to the Security Council, https://www.haitilibre.com/en/news-45656-haiti-flash-usa-proposes-a-more-aggressive-repression-force-against-gangs-with-more-than-5-000-men.html , is aligned with an initiative of the UN Secretary-General. António Guterres, February 2025 https://www.haitilibre.com/en/news-44332-haiti-politic-antonio-guterre-proposes-a-formula-for-a-security-force-capable-of-defeating-gangs-in-haiti.html

This new "Gang Repression Force" foresees up to 5,500 troops on the ground and the establishment of a UN Support Office that would cover structural, logistical, and operational expenses from UN funds. Salaries would continue to be paid voluntarily by friendly countries through the existing Trust Fund.

The White House considers the situation in Haiti as a threat to its national security and has therefore decided to refer the matter to the United Nations.

It should be remembered that the UN Security Council has five permanent members with veto power : China, the United States, France, the United Kingdom, and Russia. If one of these members vetoes the bill, it is rejected.

The United States has the support of France and the United Kingdom, but needs that of China and Russia for the resolution to be approved. The difficulty is that Xi and Putin (Russia) disagree with President Trump on other political issues.

Xi questions the tariffs imposed on Chinese exports, and Putin questions the military support and the White House's threat of tougher sanctions if Russia does not make peace with Ukraine.

Last week, in New York, intense closed-door meetings took place to ensure that Russia and China would not veto the American initiative. As of Friday evening, the situation remained deadlocked in the Security Council.

Haiti is important to the White House because of its direct impact on US security.

Moscow and Beijing recognize this geopolitical situation for Washington and are prolonging negotiations to secure additional political advantages. If they obtain them, Xi and Putin will open the door to the adoption of this resolution. If not, they will exercise their veto power to reject the creation of the "Gang Suppression Force" in Haiti.

Political indifference to the crisis in Haiti is not limited to China and Russia; Xi and Putin have also downplayed the position of all Latin American countries, which expressed their views in a statement issued by the Organization of American States (OAS). https://www.haitilibre.com/en/news-45749-haiti-politic-haiti-cannot-wait-the-time-for-decisive-coordinated-action-is-now-oas-statement.html

During a conference held at OAS headquarters, OAS Secretary General Albert Ramdin stressed the importance of joint support for the resolution presented to the UN. He expressed awareness of the situation with China and Russia in the Security Council and was critical of these two countries.

It should be remembered that the mandate of the Kenyan-led Mission in Haiti ends on October 2nd, 2025.
