Haiti - FLASH : Six days before the end of the 2024-2025 financial year, the Government adopts an exceptional amending budget 25/09/2025 10:10:48
The Prime Minister's Office informs the Nation that it has just adopted an exceptional supplementary budget for the 2024-2025 fiscal year, despite the imminent end of the fiscal year (September 30). This exceptional decision, taken with a profound sense of responsibility, responds to a national emergency : supporting families and facilitating the return to school in a difficult economic climate. Aware of the country's financial constraints, the Government has chosen to redirect certain budgetary appropriations currently deemed secondary, as well as those that will not have time to be absorbed by September 30, toward these priority measures. This is an act of good governance and responsibility, aimed at placing education and the protection of the most vulnerable at the center of public action. With this revised budget, the Government reaffirms its determination to act, even under tight deadlines and in a difficult budgetary context, to protect families, strengthen social cohesion, and guarantee the future of Haiti's children. The development of this new budget is justified by : - The need to provide direct support to vulnerable families, particularly parents of schoolchildren; - Improving the urban and school environment to facilitate the resumption of educational and economic activities while implementing labor-intensive projects (HIMO); The total amount of this budget is 317.7 billion gourdes. In a spirit of solidarity and social justice, the Government focuses this revised budget on three major areas : 1. Direct support to families : - A cash transfer will be provided to 200,000 parents to ease back-to-school costs and give households hit by inflation a boost. 2. Improvement of local school infrastructure : - Rapid work (paving, drainage, and street rehabilitation) will be undertaken in school zones. These actions aim to improve student and family mobility while creating temporary jobs through labor-intensive projects (HIMO). 3. Distribution of school kits : - Kits containing notebooks, bags, uniforms, shoes, and other essential materials will be distributed to children from the most vulnerable families. The goal is to reduce inequalities and enable every child to begin the school year with dignity. Although this supplementary budget comes at the end of the fiscal year, it addresses urgent needs that could not wait. Several actions are already underway or ready to be initiated immediately. This allows us to regularize anticipated expenditures and lay the foundation for measures that will be continued in the new fiscal year's budget, in a spirit of continuity and good governance.
