Haiti - Storm Melissa : Partial death toll, already 3 dead and 5 injured (provisional toll)

On Thursday, October 23, 2025, at 8:00 PM, the Civil Protection Department published Situation Report #2, covering the period from Wednesday, October 22, at 6:00 PM, to Thursday, October 23, at 6:00 PM.

Tropical Storm Melissa was located early Thursday evening approximately 340 km south of Les Cayes and 475 km southwest of Port-au-Prince. It is moving slowly toward the north-northwest, traveling at between 3 km/h and 5 km/h. It is expected to approach Haiti in the next 24 hours, with intensification likely over the weekend.

Partial death toll :

Situation in the departments :

Artibonite :

Cloudy weather was observed in Gros-Morne, Liancourt, and Gonaïves. Elsewhere, the commune of Ennery recorded heavy rains, while Anse-Rouge experienced coastal flooding.

Southeast :

Weather conditions were cloudy in La Vallée and Anse-à-Pitre, and overcast in the rest of the department, accompanied by light to moderate rain. Sea conditions were rough along the coast, with the exception of Anse-à-Pitre, where they were calm. Waves again severely damaged coastal facilities in Jacmel, with the risk of the situation worsening.

North :

Moderate to heavy rains were recorded in Cap-Haitien, contrasting with stable conditions in the other municipalities.

West :

Weather observations indicated cloudy skies in Cabaret, gusty winds in Carrefour, cloudy skies with moderate winds in Gressier, and overcast skies in Port-au-Prince.

List of flooded communes :

Artibonite : Gonaïves, Terre Neuve, Grande Saline, and Desdunes

Northwest : Port-de-Paix, Saint Louis du Nord, and Anse à Foleur

River Situation :

During Thursday, several rivers were in flood. The Artibonite River experienced a rise in water levels at Grande Saline in the Artibonite department. In addition, the Lociane River was in flood in the Centre department, a phenomenon attributed to rains in the Dominican Republic. The Saint-Martin River also overflowed at Sainte-Suzanne in the Northeast.

Infrastructure :

A landslide occurred on the Maricolas and Dolan roads in the Artibonite department. Furthermore, following heavy rains, flooding of the Saint-Martin River destroyed a bridge in Sainte-Suzanne in the Nord-Est department.

Homes were destroyed or damaged in Port-de-Paix (North-West).

Haiti Forecast :

Heavy rains are expected starting this Friday across the southern half of the country, likely to cause flash flooding, flooding, and landslides, particularly in the Grand Sud and Ouest departments.

Gusty winds accompanied by dangerous swells are forecast along the southern coast, where waves could exceed 2 meters.

Hurricane intensity is possible within the next 48 hours.

Situation Projections :

Tropical Storm Melissa exposes the Grand South and West departments to high risks of flooding and landslides, particularly threatening precarious housing and isolated communities. Road infrastructure, already vulnerable in low-lying areas and near rivers, could experience significant disruptions. In addition, coastal communities risk significant material damage due to hurricane-like swells and strong winds. This situation requires maximum vigilance and increased preparedness.

Population Services :

Mobilization continues to ramp up in Emergency Operations Centers (COU) in the threatened areas.

All units of the Haitian National Police (PNH) are on high alert. Close collaboration with the Directorate of Civil Protection and other government institutions; active support to secure evacuation sites and temporary shelters; Mobilization of logistical and human resources for rescue operations and the delivery of emergency aid. Maintain vigilance throughout the country, including in the fight against armed gangs, even during the passage of Mélissa.

Recommendations :

The DGPC and its departmental branches recommend that the bodies and entities of the National Disaster Risk Management System (SNGRD) and their partners:

• Maintain surveillance of the phenomenon and keep the population informed.

• Continue and strengthen awareness-raising activities.

• Complete the preparation of temporary shelters: ensure that all designated buildings are inspected, cleaned, and ready to accommodate evacuated populations.

• Initiate preventive evacuations in isolated communities and the most threatened areas.

• Consider closing schools and canceling large gatherings to limit travel and reduce risks.
