Haiti - Elections : The Government's course for the 2026 elections

Prime Minister Alix Didier Fils-Aimé participated this week in the first forum of the National Federation of Communal Administration Council (CASEC). During his address, he issued a strong appeal for the mobilization of local elected officials to definitively end organized crime throughout the country.

Declaring 2026 an election year and a year of free movement of people and goods, the Prime Minister affirmed that restoring a stable and peaceful security environment is an essential and non-negotiable condition for holding free, inclusive, and credible general elections in the country's ten departments.

As part of a broader effort to foster institutional dialogue and strengthen cohesion between the central government and local authorities, through the Communal Section Administrations (ASEC), the CASEC, and city delegates, the Prime Minister pledged to settle a significant portion of the 23 months of salary arrears owed to local elected officials, thus recognizing their strategic role in local governance and national stability.

With particular emphasis on establishing Security Councils in all communal sections, Fils-Aimé, in his capacity as President of the Superior Council of the National Police (CSPN), strongly advocated for the implementation of a structured mechanism for sharing security information between local elected officials and central authorities. This mechanism aims to enhance anticipation, coordination, and the transmission of the population's major concerns to the highest levels of government.

In the presence of Paul Antoine Bien-Aimé, Minister of the Interior and Territorial Communities, the Prime Minister reiterated his team's unequivocal commitment to strengthening the operational capabilities of law enforcement in order to permanently neutralize armed groups and fully restore state authority—an essential condition for the emergence of legitimate elected institutions in 2026.
