HELP/HOPE Program

On Monday, January 12, 2026, the United States House of Representatives passed, by a large bipartisan majority (345 votes for, 45 against), the bill extending Haiti's economic recovery program. (HELP/HOPE) https://www.haitilibre.com/en/news-46622-haiti-flash-the-house-of-representatives-extends-the-hope-help-laws-for-haiti.html . This program allows Haitian textiles and clothing to access the U.S. market duty-free, a crucial mechanism that represents nearly 90% of Haiti's exports and directly contributes to maintaining thousands of jobs. The bill has now been sent to the U.S. Senate. If passed, it would retroactively extend the trade benefits until December 31, 2028.
