Haiti - Technology : Construction of a major solar power plant in Jacmel

On Thursday, January 15, 2026, as part of the Scaling Up Renewable Energy (SREP) program, the Ministry of Public Works (MTPTC), through the National Energy Sector Regulatory Authority (ANARSE), signed a contract for the construction of a major photovoltaic solar power plant in Jacmel. This agreement, signed between the Ministry of Public Works and the Dominican international firm ESD Engineering Services S.R.L., marks the concrete launch of an ambitious project aimed at transforming the energy landscape of the Southeast.

The signing took place in the presence of Raphaël Hosty, Minister of Public Works, representing the project owner, and Sang Min Choi, CEO of ESD. Several figures from the energy sector were also present, including the Director General of Électricité d'Haïti (EDH) and the Coordinator of the Ministry's Energy Unit.

This project, financed by the World Bank to the tune of US$7 million (https://www.haitilibre.com/article-46649-haiti-actualite-zapping.html) through the SREP program, provides a state-of-the-art, turnkey solution. The facilities, to be located in Mont-Fleuri (6th communal section of Jacmel), include :

• A 4 MW solar power plant (minimum output of 3.35 MW);

• A 6 MWh battery energy storage system (BESS) using lithium-ion technology;

• Grid expansion with the installation of approximately 4 km of low-voltage lines and 7 km of medium-voltage (23 kV) lines.

Thanks to its grid-forming technology, this power plant will ensure the stability of the electrical grid, even in the event of a shutdown of the existing thermal power plant or during periods of low sunlight.

This project, closely monitored by the Energy Unit of the Ministry of Public Works, Transport and Communications (MTPTC), is intended to serve as a demonstration project to prove the viability of renewable energy in Haiti. Ultimately, it will allow for the replication of this model in other departments of the country.

By formalizing this partnership, the Haitian government is taking a decisive step toward reducing dependence on fossil fuels. This initiative promises not only to stabilize the electricity supply for the citizens of Jacmel, but also symbolizes the State's firm commitment to greener and more sustainable economic development.
