Haiti - UEH : Launch of the Master's Program in Public Policy Analysis

On Friday, January 23, 2026, the State University of Haiti (UEH) took a historic step in higher education by launching the Master's program in Public Policy Analysis in the field of Economics and Finance (MAPPEF). This Master's program marks the beginning of an ambitious initiative aimed at transforming governance and economic management in Haiti.

MAPPEF, affiliated with the Department of Economic Sciences of the Faculty of Law and Economic Sciences (FDSE), was developed through close collaboration with the Ministry of Economy and Finance (MEF). This two-year (four-semester) graduate program's main objective is to strengthen national capacities in the design, strategic implementation, and evaluation of the socio-economic impacts of public policies.

According to Dieuseul Prédélus, Rector of the UEH, this Master's program transcends the traditional academic framework. It represents an institutional response to the national emergency. éThe lack of coherent and evaluated public policies is one of the main obstacles to Haiti’s development,é he stated.

In a context of multidimensional crises, the State University of Haiti (UEH) has set itself the mission of training high-level professionals capable of translating political intentions into concrete results for inclusive growth and poverty reduction.

Jean Eugène Pierre-Louis, Dean of the Faculty of Economics and Management (FDSE), emphasized that the Ministry of Public Administration and Finance (MAPPEF) represents a pool of talent for the Haitian public administration in the face of the brain drain. Graduates will be able to join key institutions such as :

• The Prime Minister’s Office and the Ministry of Economy and Finance (MEF).

• The Ministry of Planning and External Cooperation (MPCE).

• The Bank of the Republic of Haiti (BRH).

• International organizations and consulting firms.

Professor Luc Dieubénite Alexis, a member of the Coordinating Committee, detailed the academic specifications of the program :

- Course load : 60 credits spread over two years.

- Content : 14 modules, two professional internships, and a final thesis.

- Format : Hybrid (in-person and online).

- Methodologies : Flipped classroom, case studies, and adult learning approach.

The MAPPEF program extends beyond national borders. Cooperation agreements are being considered with the University of the French West Indies and the network of the Center for Studies on International Development and Economic and Social Movements (CEDIMES), guaranteeing international recognition and academic quality.
