Haiti - FLASH : Nearly 6,000 dead and 3,000 injured by 2025 due to insecurity

According to the latest report from the United Nations Integrated Office in Haiti (BINUH), during the fourth quarter of 2025 (October–December), at least 1,523 people were killed and 806 others injured.

For the entire year of 2025, more than 5,915 people were killed and 2,708 others injured.

As in previous quarters, gangs were unable to expand their territorial control in the Port-au-Prince metropolitan area, primarily due to operations conducted by law enforcement.

These gangs, operating in areas under their control in Port-au-Prince, continued to commit serious human rights abuses, including targeted killings, kidnappings, extortion, property destruction, and the trafficking of children for exploitation and participation in criminal activities.

In rural areas surrounding the capital, such as the Artibonite and Centre departments, the gangs carried out indiscriminate attacks on numerous localities in an effort to consolidate and expand their territorial control. These raids particularly targeted farmers and their agricultural assets, causing further population displacement, weakening the local economy, and increasing humanitarian and protection needs.

Alongside this gang violence, BINUH estimates that 6% of killings and injuries are attributable to self-defense groups and members of the population participating in the “Bwa Kalé” movement, which targets gang members and those suspected of collaborating with them.

Finally, more than 62% of those killed or injured during the quarter were killed or injured during law enforcement operations, supported in some cases by a private military company using drones.

A foreign private military company continued to support security forces by conducting operations involving the use of explosive drones and helicopter strikes. At least 32 members of the population were killed or injured by airstrikes (explosive drones and helicopters), including two young girls. The Human Rights Service (HRS) of BINUH noted a significant expansion of this company's area of ​​operations compared to the previous quarter, during which its activities were primarily limited to Port-au-Prince and Kenscoff. New areas, such as Cabaret and Pétion-ville, were targeted.

The report also highlights the continued allegations of summary executions involving members of the police force.

In the fourth quarter, three police officers were killed and five others wounded. A member of the FRG was also injured.
