Haiti - Chaos in Mexico : Important notice to the Haitian community

On Sunday, February 22, 2026, during a major Mexican military operation, drug lord Nemesio Oseguera Cervantes, alias "El Mencho" (59 years old), considered the last of the great godfathers and head of the Jalisco New Generation Cartel, was fatally wounded in Tapalpa, in the western State of Jalisco. He succumbed to his injuries while being transported by plane to Mexico City. Following the death of their leader, the country's most powerful and feared criminal organization is determined to avenge its founder's death and is sowing chaos and death in at least 8 of Mexico's 32 states, with shops and buses set ablaze, airports closed, and roads blocked.

The Embassy of Haiti in Mexico informs the Haitian community that security operations are currently underway in the State of Jalisco (particularly in Guadalajara, Puerto Vallarta, and Tapalpa).

Armed clashes, roadblocks, and vehicle fires have also been reported. The Embassy of Haiti urges Haitian nationals, whether residents or visitors, in this State to exercise extreme caution and remain indoors during these operations.

Furthermore, incidents have also been reported in the states of Michoacán, Guanajuato, Nayarit, Colima, Aguascalientes, and Tamaulipas. Haitian nationals in these areas are urged to exercise extreme caution and, in particular, to follow the following recommended precautionary measures :

• Strictly avoid areas where law enforcement is operating;

• Remain vigilant and attentive to your surroundings;

• Take shelter and limit all non-essential travel;

• Closely follow information disseminated by reliable local media;

• Follow the instructions of local authorities and, in case of emergency, call 911;

• Regularly inform your loved ones of your location and situation (by phone, text message, or via social media).

The Embassy of Haiti and the Consular Section are closely monitoring the situation and urge everyone to exercise caution and responsibility.
