Trade and Investment : Boosting economic dialogue between Haiti and France

On Wednesday, April 1st, 2026, as part of efforts to strengthen bilateral economic relations, James Monazard, the Minister of Commerce and Industry, who was visiting France, met with his French counterpart, Nicolas Forissier, Minister Delegate for Foreign Trade, to discuss several strategic areas aimed at consolidating cooperation between the two countries.

The discussions focused on developing trade relations, with particular attention paid to promoting and exporting Haitian products to French and European markets. Both parties emphasized the importance of structuring export sectors and facilitating the integration of Haitian businesses into international networks.

The discussions also highlighted investment opportunities in Haiti. In this regard, it was agreed to encourage French companies to invest in the Haitian market, while also working to enhance the country's image by showcasing its economic potential, resources, and business prospects.

Within this framework, the establishment of a Haitian trade corridor within the Team France Export initiative was considered to strengthen support for Haitian businesses internationally. The appointment of a dedicated representative for Haitian sectors within Business France would constitute a significant operational lever for this purpose.

Furthermore, both parties emphasized the need to stimulate foreign direct investment, particularly by leveraging preferential mechanisms such as the HOPE Act. This approach could be implemented through investments in existing industrial infrastructure, as well as the development of micro-industrial parks in the regions, with the support of institutions such as the French Development Agency (AFD) and Expertise France.

Finally, particular emphasis was placed on strengthening the institutional capacities of the Ministry of Commerce and Industry, especially regarding export market development, investment attractiveness, and the modernization of facilitation mechanisms. In this regard, technical and financial support for key structures, including the Directorate of Foreign Trade (DCE) and the Investment Facilitation Center (CFI), was identified as a priority.

Following these discussions, increased support for structuring programs, such as the Youth Entrepreneurship Support Program (PAPEJ) and the Women's Entrepreneurship Support Project (PAEF), as well as for innovation initiatives, was also discussed, with a view to revitalizing the entrepreneurial ecosystem and strengthening the competitiveness of Haitian businesses.
