National Education : Important Strategic Orientation Workshop in Haiti 01/05/2026 12:04:52
From April 24 to 27, 2026, at Villa Saint-Viateur, in the hills of Turgeau, Port-au-Prince, approximately one hundred senior officials from the Ministry of National Education—Inspectors General, Coordinators, Technical Directors, and Departmental Directors—participated in the Strategic Orientation Workshop. During this meeting, Vijonet Déméro, the Minister of National Education, shared his vision for Haitian education and the directions he intends to give to the Ministry with these senior officials. The discussions over these three days highlighted the need for efforts to be made at three levels: strategic alignment; standardization of management; and strengthening of leadership. This approach aims to ensure better functioning of all central and decentralized structures, as well as greater effectiveness in every action undertaken. The discussions also covered the Ministry's legal framework and governance, supply and quality management, the management of the Departmental Directorates of Education, the management of public schools, and the insufficient funding for the implementation of educational policy documents. During his opening remarks at the workshop, Minister Déméro urged participants to strengthen the Ministry's organizational culture, which must give greater prominence to values, standards, and practices that are known, respected, and shared by all. The same emphasis was placed on the organizational structures (Coordination Offices, Technical Directorates, Departmental Directorates), which must evolve according to a robust chain of command with clearly defined guidelines. As for the organizational structure, this refers to entrusting positions of responsibility to qualified and competent individuals capable of acting flexibly without hindering directives and institutional order. During this Strategic Orientation Workshop, the Minister methodically elaborated on a series of themes outlining his course of action. Among other things, he mentioned the draft Organic Decree of the Ministry, the draft Decree on the reopening and closing of schools, the appointment of teachers, the strengthening of the e-document platform for the delivery and legalization of certificates and transcripts, the creation of new public schools, the provision of electricity and internet access to public schools and departmental public universities, and the creation of the Institute for Digital Education. During these three days of discussions, Osny Jean Marie, the Director General of the Ministry, and Ecclésiaste Thélémaque, the Minister's Chief of Staff, reviewed several topics, including the role of the Departmental Directorates of Education (DDE), pedagogical supervision, the teaching hours of national schools and high schools, and state examinations. Several panels that enlivened this workshop allowed participants to discuss issues that the Ministry cannot ignore. The questions raised related particularly to the Ministry's legal framework, human resources management (recruitment, appointment, transfers, etc.), the Education Management Information System (EMIS), school infrastructure management, the management manuals for the Departmental Directorates of Education (DDEs) and high schools, the Practical Guide to School Administration, school accreditation, and the Good Governance Engineering project jointly led by the Ministry of Education and the Ministry of Economy and Finance, through the General Inspectorate of Finance. The Inspectors General, Coordinators, Technical Directors, and Departmental Directors formulated several proposals concerning the institutional strengthening of the Ministry, the shift towards digitalization, the improvement of internal coordination, and the quality of services provided to the public.
