Conversely, asymmetric warfare sees actors whose military means are disproportionate confront each other, such as a powerful state facing an insurgency, a terrorist group or a guerrilla war.

In this framework, the weaker party does not attack head-on but uses harassment tactics, improvised explosive devices or psychological warfare to compensate for its material inferiority.

This type of conflict makes classic military victory very difficult, because the adversary often blends into the civilian population.Recent examples in Afghanistan or the Sahel illustrate the complexity for modern armies to win asymmetrical wars despite overwhelming technological superiority.
