Haiti - FLASH : Open conflict between the CEP and the Executive Branch

Despite objections from the Provisional Electoral Council (CEP), the government of Alix Didier Fils-Aimé adopted, on Tuesday, June 2nd, 2026, during a Council of Ministers meeting, the electoral decree drafted by the Prime Minister's office. This decree, published in the special issue of the official gazette, Le Moniteur #27, differs entirely from the draft electoral decree submitted to the Executive branch by the CEP on April 24, 2026. It was neither validated nor discussed by the CEP. Several council members denounced this as an attack on the principle of the CEP's independence and as interference by the Executive branch in the organization of the elections. https://www.haitilibre.com/en/news-47667-haiti-elections-electoral-decree-drastically-modified-new-crisis-looming.html Furthermore, the Council of Ministers, in a decree, appointed Uder Antoine, the current Executive Director for over two months, as the Director General of the CEP.

After reviewing this decree, the CEP, which had already denounced the unconstitutionality of the electoral decree drafted by the Prime Minister's office, adopted a resolution (8 votes in favor, 1 vote against) dismissing Uder Antoine. "The Council has decided to terminate his employment contract as executive director with immediate effect for breach of his obligations. Consequently, Uder Antoine is prohibited from entering CEP premises until further notice," the resolution states.

This appointment has transformed the tension between the CEP and the Executive branch into an open conflict at the highest level of the state. If no solution is found quickly, this could escalate into an electoral crisis, something Haiti does not need.

In its resolution, the CEP emphasizes that Uder Antoine was informed of the Council's opposition to the government's draft electoral decree, but despite this, he chose to accept the government's offer as Director General of the CEP, disregarding the trust placed in him by the Electoral Council.
