Haiti - Economy : The draft amending budget 2011-2012 criticized
The draft amending budget 2011-2012 of the Haitian state, estimated at 119. 8 billion gourdes (± 3 billion U.S. dollars) [up 11% over the 2010-2011 budget] should be officially submitted to the Lower House before the end of this month. Presented on 20 January, by the Minister of Economy and Finance, André Lemercier Georges, before representatives of the private sector, civil society and members of Parliament, the draft budget is already the subject of criticism.

The economist Eddy Labossière, believes that this draft amending budget is a continuation of the policies of previous governments and that it will not allow to promote the socio-economic development expected. He emphasized that the estimated revenue by the Government to 45.6 billion gourdes are insufficient and that the objective should have been 60 billion with an emphasis on the fight against smuggling through the modernization of customs infrastructure. [A smuggling which according to Laurent Lamothe, the Foreign Minister represents more than 300 million U.S. dollars in lost revenue annually for the Haitian state.]

He also expressed disappointment with the 6.4% of the budget allocated to agriculture, which he said will be insufficient to help the population in a food insecure situation. Same criticism for the environment where only 1.4% of the of this draft budget will be spent. For the economist, the only positive point concerns the 13.5% of the budget devoted to education, although he would have wished that this percentage is 15%, given that education is a key priority for the government.

On the side of parliamentarians, the Senator Steven Benoît announced unequivocally that he will vote against this budget. Abundant in the same direction as the economist Eddy Labossière, he believes that this budget is the continuation while denouncing its opacity and its centralization. He considers that it's an assistantship budget since 60% of financial resources come from international aid. [Let us recall to the Senator Benoît, that the 2010-2011 budget under the Préval government, was 66% dependent on international aid.]

The Deputy Bien-Aime A. Rodon, President of the Commission finance of the Lower House, also deplores that budgetary allocations for agriculture and the environment are inadequate and do not meet the commitment of government Conille.
