Extension of the HOPE/HELP law passed in the US Senate but...

On Saturday, August 11, 2026, the U.S. Senate approved its version of the interim funding resolution, extending the HOPE/HELP programs for two years.

These programs allow Haitian textile products to enter the U.S. market duty-free. This two-year extension aims to stabilize industrial partnerships. It gives companies the necessary time to plan a transition toward a predictable, longer-term extension of the program.

However, because the Senate made some amendments, the House must vote again on the revised text when Congress reconvenes in September 2026. Once this final vote takes place, the law will be sent to President Trump for his final signature.

U.S. Senator Raphael Warnock (D-GA), a senior member of the Senate Finance Subcommittee on International Trade, Customs, and Global Competitiveness, who helped secure this two-year extension, stated, "This extension is a win-win for Georgians and our trading partners in Haiti and Africa,” said Senator Warnock. “It will lower the cost of everyday goods and improve our national security by helping stabilize the economies of our global partners. This victory shows what is possible when we center the people in policymaking."

Capellán Peralta, President of the M/CODEVI Group, indicated that this decision represents significant progress in ensuring the continuity of these programs, considered crucial for the manufacturing and apparel industries in Haiti and for the regional supply chain linked to the Dominican Republic.

The Senate's approval does not yet guarantee the definitive extension of the programs. It should be noted that the bill was initially passed by a very large majority in the House of Representatives (340 votes to 54). However, since the Senate made some amendments, the House must vote again on the revised text in September, as soon as Parliament reconvenes. Once this final vote is completed, the bill will be sent to President Trump for his final signature.

"We are continuing our efforts to obtain a ten-year extension, which is essential to attract new investments, create jobs, and strengthen the region's competitiveness," stated Capellán Peralta.
