Circular on the Security of the Electoral Process

The Ministry of Justice and Public Security (MJSP) has sent Circular No. 106/MJSP/2026 to the Haitian National Police (PNH) concerning the security of the electoral process. The document provides directives on the security of polling stations, maintaining public order, managing political gatherings, and protecting electoral materials. The PNH is primarily responsible for ensuring the protection of citizens, candidates, electoral staff, and electoral materials, in coordination with the electoral security agents designated by the Provisional Electoral Council (CEP). These measures aim to prevent tensions, strengthen security arrangements, and guarantee a climate conducive to the smooth running of the electoral process.

This document establishes a regulatory framework that facilitates the transfer of humanitarian aid and reconstruction supplies by eliminating bureaucratic obstacles, as the ministry stated in a press release. This memorandum will serve as the basis for a future definitive Air Services Agreement (ASA) and will allow for direct flights to Port-au-Prince as well as to secondary airports, including Cap-Haïtien and Les Cayes.
