The United States continues to restrict certain low-altitude flights in several areas of Haiti, including large portions of the central and western parts of the country, as well as the Port-au-Prince region, due to risks related to "ongoing instability." The measure, which was scheduled to end in September 2026, has been renewed.

Federal Aviation Administration (FAA) NOTAM KICZ A0046/26 went into effect on September 1st, 2026, at 12:30 UTC. It extends flight restrictions for U.S. operators in Haiti until March 2nd, 2027.

These restrictions apply to airlines and certain US operators and pilots. Flights above 10,000 feet are not affected by this restriction, nor are operations conducted in other areas of the country. Exceptions remain possible with authorization from US authorities, particularly for certain specific operations or in case of emergency.

KICZ A0046/26 NOTAM :

"Those persons described in paragraph A (applicability) are prohibited from operating at altitudes from the SFC-9999FT MSL in the territory and airspace of Haiti south of 191000N and north of 182000N between the Haiti/Dominican Republic border and 0730000W and within 17NM of 191000N0723100W due to safety-of-flight risks associated with ongoing instability.

A. Applicability : This NOTAM applies to: all U.S. air carriers and commercial operators; all persons exercising the privileges of an airman certificate issued by the FAA, except such persons operating U.S.-registered aircraft for a foreign air carrier; and all operators of civil aircraft registered in the United States, except when the operator of such aircraft is a foreign air carrier.

B. Permitted operations : Overflights above 10000FT MSL and operations in the territory and airspace of Haiti outside of the above-named areas do not require FAA authorization. This NOTAM does not prohibit persons described in paragraph A (applicability) above from conducting flight operations in the above-named areas when such operations are authorized either by another agency of the United States government with the approval of the FAA or by a deviation, exemption, or other authorization issued by the FAA administrator. Operators must call the FAA Washington operations center at 202-267-3333 to initiate coordination for FAA authorization to conduct operations.

C. Emergency situations : In an emergency requiring immediate decision and action for the safety of the flight, the pilot in command of an aircraft may deviate from this NOTAM to the extent required by that emergency. This NOTAM is an emergency order issued under 49 USC 40113(A), 44701(A)(5), and 46105(C).
