On Thursday, September 3rd, 2026, in Ounaminthe, Haitian Foreign Minister Raina Forbin and Dominican Foreign Minister Víctor O. Bisonó Haza held a bilateral working meeting at the CODEVI Industrial Park.

The Haitian delegation, led by Minister Raina Forbin, included the Haitian Ambassador to the Dominican Republic, Fritz Emmanuel Longchamp; the Chief of Staff, Winnie Hugot Gabriel; the Director of Political Affairs, Jean-Claude Lappé; the Director of Dominican Affairs, Yves Rody Jean; and the Head of the Haitian Consular Post in Dajabón, Ricot Almonord.

The Dominican delegation, led by Minister Víctor O. Bisonó Haza, included the Vice Minister of Multilateral Foreign Policy, Rubén Silié; and the Vice Minister of Bilateral Foreign Policy, Francisco Caraballo. The delegation included the Vice Minister in charge of Management and Operations of the Foreign Service, Ramón Pérez Fermín; the Ambassador of the Dominican Republic to Haiti, Faruk Miguel; and Ambassador Jatzel Román, Advisor to the Minister of Foreign Affairs.

Discussions focused on border security, combating illicit economic activities, migration issues, formalizing trade and investment, and expanding air links. The two ministers agreed on the need to strengthen cooperation mechanisms to improve border governance and migration management, while respecting the interests of both countries.

Both delegations also emphasized the importance of continued international support for the Gang Supression Force (GSF). They agreed to continue their efforts to raise awareness regarding the full deployment of the Force established by United Nations Security Council Resolution 2793, as well as the renewal of its mandate, in order to support the Haitian authorities in restoring security, strengthening institutions, and creating conditions conducive to lasting peace.

Regarding Dominican consular operations in Haiti, both parties expressed their commitment to achieving their normalization as soon as possible, once security conditions allow for their proper functioning in the relevant jurisdictions.

Following the meeting, the two delegations met with representatives of the private sector. Discussions focused on developing productive activities, creating jobs, boosting economic exchange, and the role of the private sector in strengthening relations between Haiti and the Dominican Republic.

The meeting took place in a cordial atmosphere. Both sides reaffirmed their commitment to maintaining active bilateral dialogue as the preferred channel for addressing issues of common interest, in a spirit of mutual respect, cooperation, and good neighborliness.
