Haiti - FLASH Election : Submission of documents and formalities regarding declarations of candidacy

In a memo dated September 12, the Provisional Electoral Council (CEP) informs political parties and groups, as well as candidates, that the submission of documents and the completion of formalities regarding declarations of candidacy for the upcoming elections will take place from September 13 to 22, 2026.

For Senate candidacies, documents must be submitted to the Departmental Electoral Office (BED) of the relevant department. For the Chamber of Deputies and local government bodies, formalities may be completed at the competent Municipal Electoral Offices (BEC).

Candidates for the Presidency and the Senate representing the West Department will submit their documents and complete the associated formalities at the headquarters of the West I BED (CEP annex), located on Route de Frères.

To address certain constraints and ensure the continuity of the process in specific municipalities, the Electoral Council specifies that declarations of candidacy for the positions of deputy and local government official will be accepted directly by the respective BEDs. Thus, for the electoral districts of Carrefour, Gressier, Kenscoff, Cabaret, Cornillon/Grand-Bois, Croix-des-Bouquets, Fonds-Verrettes, Ganthier, Thomazeau, and Port-au-Prince III, documents will be accepted—subject to final review—at the West I BED.

Candidates for the Chamber of Deputies and local government bodies in the electoral districts of Grande-Saline, La Chapelle, Liancourt, Marchand-Dessalines, Montrouis, Petite-Rivière de l’Artibonite, and Verrettes will submit their documents to the Artibonite BED. Those from Mirebalais and Saut-d’Eau will submit theirs to the Centre BED. The CEP reaffirms its commitment to conducting the electoral process in an inclusive, impartial, transparent, and responsible manner, in strict adherence to the principles of electoral independence and integrity, as well as the right of every citizen to participate in the country's democratic life.
