The CARICOM Eminent Persons Group (EPG), which visited Haiti from September 2nd to 9, 2026, stated in a press release issued on Monday, September 14, that it had held discussions with a wide range of political and civil society stakeholders. These included representatives from the business community, youth, women’s, and human rights organizations, key government institutions, and leaders of the Gang Suppression Force (GSF). The visit also provided an opportunity to assess the political climate and initiate a dialogue regarding preparations for the first round of elections, scheduled for December 13, 2026.

While the EPG noted several positive developments—particularly efforts to restart the electoral process after a hiatus of over ten years—it observed that political parties were at varying stages of preparation for the upcoming elections, and that current efforts were insufficient to accelerate the process.

It is evident today that the Provisional Electoral Council (CEP) is moving at a snail's pace; the latest figures speak for themselves.

As of September 14, 2026, fewer than 600,000 voters were listed on the electoral roll—far short of the three to four million targeted by the institution. Issues on the ground include registration centers closing temporarily without notice, staff absences without justification, inadequate signage, and a lack of information and awareness campaigns—all of which serve as obstacles that discourage voters.

As of Monday, September 14, three presidential candidates, 68 Senate candidates, and 205 legislative candidates had registered—a process set to conclude on September 20, 2026.

It is worth noting that only political organizations that have registered their 30,000 members are eligible to register candidates. According to our sources at the Electoral Council, only 25 organizations—comprising 14 parties and 11 political groupings—out of the 105 officially recognized ones have succeeded in registering their 30,000 members...

As for the security situation, the Prime Minister is forced to acknowledge that, to date, the promised deployment schedule for the GSF has not been met...
