Last week, Professor Jean-Robert Dossaint, Strategic Advisor to the Minister of National Education Vijonet Déméro, inaugurated the Technical Higher Education Centers (CEST) in Mare-Rouge (located in the second communal section of Môle Saint-Nicolas) and Saint-Raphaël (in the North).

- The Môle Saint-Nicolas (Mare-Rouge) CEST was selected as the hub for the Lower North-West region. Its service and recruitment area specifically covers the following communes and population catchment areas: Jean-Rabel, Bombardopolis, Baie-de-Henne, and Môle Saint-Nicolas.

- The Saint-Raphaël CEST was selected as the hub for the North region. Its service and recruitment area specifically covers the following communes and population catchment areas: Saint-Raphaël, Dondon, Ranquitte, La Victoire, and Pignon.

At both sites, he explained the strategic importance of the CESTs in expanding and strengthening public higher education across the country. He also commended the commitment of local authorities and the public's enthusiasm for implementing initiatives focused on youth training, professional integration, and participation in local economic development. It is worth noting that the CESTs offer an interdisciplinary curriculum aimed at certifying mid-level professionals and Multiskilled Technicians in Rural Development.

Additionally, on Wednesday, August 12, 2026, Minister of National Education Vijonet Déméro presided over the launch ceremony for the Anse-à-Veau CEST—named the Fabre Nicolas Geffrard Center—and on Saturday, August 15, Prime Minister Alix Didier Fils-Aimé, accompanied by Minister Déméro, inaugurated operations at the Petit-Goâve CEST. It is worth recalling that, via a circular published on August 9, 2026, Minister Déméro decided to establish nine Technical Higher Education Centers (CEST) administratively attached to the Departmental Public Universities (UPD). The CESTs offer an interdisciplinary curriculum aimed at certifying mid-level professionals and versatile technicians in rural development.

List of CESTs :

• The Thiotte CEST, selected as the hub for the Belle-Anse arrondissement. Its service and recruitment area specifically covers the following communes and demographic catchment areas: Thiotte, Grand-Gosier, Anse-à-Pitres, Belle-Anse, and Forêt des Pins.

• The Côteaux CEST, a development hub selected for the South Coast. Its service and recruitment area specifically covers the following communes and demographic catchment areas: Saint-Jean du Sud, Port-Salut, Côteaux, Les Anglais, Chardonnières, Port-à-Piment, Roche-à-Bateau, and Tiburon.

• The Môle Saint-Nicolas (Mare-Rouge) CEST, selected as the hub for the Lower Northwest region. Its service and recruitment area specifically covers the following communes and demographic catchment areas: Jean-Rabel, Bombardopolis, Baie-de-Henne, and Môle Saint-Nicolas.

• The Saint-Raphaël CEST, selected as the hub for the North region. Its service and recruitment area specifically covers the following communes and demographic catchment areas: Saint-Raphaël, Dondon, Ranquitte, La Victoire, and Pignon.

• The Anse-à-Veau CEST, selected as the hub for the Nippes region. Its service and recruitment area specifically extends to the following communes and population catchment areas: Anse-à-Veau, Baradères, Petit-Trou des Nippes, Grand-Boucan, Plaisance, Arnaud, and L’Asile.

• The Dame-Marie CEST, selected as the hub for the Anse-d’Hainault Arrondissement. Its service and recruitment area specifically extends to the following communes and population catchment areas: Les Irois, Anse-d’Hainault, Dame-Marie, Abricots, and Chambellan.

• The Anse-à-Galets CEST, selected as the hub for the island of La Gonâve. Its service and recruitment area specifically extends to the following communes and population catchment areas: Anse-à-Galets and Pointe-à-Raquettes.

• The Petit-Goâve CEST, selected as the hub for the Palmes region. Its service and recruitment area specifically extends to the following communes and population catchment areas: Léogâne, Grand-Goâve, and Petit-Goâve.

• The Gris-Gris CEST, selected as the hub for the Bainet Arrondissement. Its service and recruitment area specifically extends to the following communes and population catchment areas: Bainet and Côtés-de-Fer.
