Prime Minister launches the new Haitian Tax Code
On Thursday, September 30, 2026, Prime Minister Alix Didier Fils-Aimé officially launched the new Haitian Tax Code to mark the opening of the 2026–2027 fiscal year. This reform represents a significant milestone in the modernization of the State and the management of public finances. In his address, the Head of Government emphasized that this first modern tax code aims to harmonize and simplify a set of regulations that were previously scattered across various laws, decrees, and regulatory texts. He stressed the importance of a tax system that is more coherent, transparent, and equitable, capable of boosting the mobilization of domestic resources. The Prime Minister also noted that a clear and predictable tax framework should help build taxpayer confidence, support investment, and improve the business climate. He called upon the General Directorate of Taxes (DGI) to ensure the rigorous and consistent implementation of the new Code, particularly through staff training, the modernization of IT systems, and the improvement of taxpayer services. Speaking at the ceremony, Serge Gabriel Collin, the Minister of Economy and Finance, highlighted the importance of this reform in strengthening the State's capacity. For her part, European Union Ambassador Hélène Ross reaffirmed the commitment of technical and financial partners to supporting Haitian authorities in the reform of public finances. Chesnel François, Director General of the DGI, emphasized the institution's responsibility for the effective application of the new Code and the need for staff to fully master its provisions. At the conclusion of the ceremony, the Prime Minister officially announced the entry into force of the Haitian Tax Code, reaffirming the Government's commitment to promoting a more modern, accessible, and equitable tax administration that serves the public interest.
