Transit of Foreign Goods via the Dominican Republic to Haiti Prohibited

The Ministry of Economy and Finance (MEF) has prohibited the transit of goods from third countries through the Dominican Republic to the Haitian market. In a circular dated September 30, 2026, addressed to the General Customs Administration (AGD), Minister Serge Gabriel Collin reiterates that "[...] goods from third countries destined for the Haitian market must be transported directly to Haitian seaports or international airports, where they must be presented to the AGD, undergo the required inspections, and pay the applicable duties and taxes [...] It is therefore essential to prevent Dominican territory from being used as a transit or transshipment platform allowing goods destined for Haiti to circumvent Haitian customs control."
