A delegation from the General Directorate of Civil Protection (DGPC), led by its Director General Emmanuel Pierre, recently paid a working visit to Cap-Haitien as part of the Phénix project. The DGPC delegation held working sessions with Marc Présumé, the Departmental Delegate for the North, and Michel Saint-Croix, the Mayor of Cap-Haitien.

The mission aimed to review the progress of planned interventions in the North Department, discuss ongoing actions with local authorities, and outline the next steps for their implementation. Discussions focused on project milestones, the conditions required to launch upcoming interventions, and prospects for strengthening rescue and firefighting services in the department.

Two areas of intervention are central to the project's continuation :

• The rehabilitation of emergency response centers;

• Equipping rescue and firefighting personnel with appropriate gear.

The mission also provided an opportunity to review the prerequisites for starting planned work at the Cap-Haïtien fire station in the coming weeks. These interventions are intended to improve facilities, working conditions, and operational capabilities for the services involved. Discussions also focused on operational priorities as the hurricane season draws to a close, as well as on measures to ensure the continuity of activities and prepare for the transition toward 2027.

Through this visit, the DGPC and its partners aim to anchor the Phénix project’s interventions within a framework of sustainably strengthening local fire and rescue capabilities. Continuing the work already underway will help consolidate the progress achieved and progressively support the relevant services in enhancing their response capabilities for the benefit of the Haitian population.

Funded by the French Development Agency (AFD), the Phénix project is jointly implemented by Expertise France and the DGPC, in collaboration with the relevant authorities.
