Working session between the new Canadian Ambassador and the PNH
Vladimir Paraison, the Acting Director General of the Haitian National Police (PNH), accompanied by members of the High Command, received Alexandre Côté, the new Canadian Ambassador to Haiti, on October 6, 2026, at the PNH headquarters. Ambassador Côté was accompanied by Pascal Médieu, the new Head of Cooperation, and Pascal Courtemanche, Head of the Canadian Police Contingent. This working meeting provided an opportunity to review ongoing strategic projects and discuss their implementation, with support from Canada, particularly through the Agency for Support to Professional and Inclusive Policing. Among the priority issues discussed was the modernization of the PNH Inspector General's office. The discussions focused on the acquisition of a new building adapted to the Institution's needs, as well as the printing of several hundred ethics booklets for distribution to police officers, aimed at strengthening professional ethics, discipline, and respect for the legal framework. The discussions also covered several major projects related to infrastructure and social protection for police officers. These include the construction of the new PNH Headquarters, the establishment of a trauma center dedicated to police personnel, and the creation of a pension fund for the families of police officers killed in the line of duty. For his part, Ambassador Côté recommended a clear and pragmatic working method, consisting of conducting a rigorous review of ongoing projects to ensure their full completion before considering the launch of new initiatives. He also reaffirmed Canada's commitment to continuing its support for the PNH in fulfilling its mission. The Canadian diplomat also commended the courage, resilience, and leadership of the PNH High Command. He emphasized the determination of the security forces who, despite a particularly challenging security context, are working to maintain the functioning of state institutions. Paraison expressed his gratitude to the Canadian government for its continued support of the police force. He assured his host of the High Command's full cooperation in facilitating the implementation of these key projects, considered essential for strengthening the PNH and ensuring national security.
