As part of an effort to strengthen the continuous professional development of teaching staff and provide pedagogical support to fundamental schools, Minister of National Education Vijonet Déméro has issued a circular mandating the gradual transformation of 101 public schools into "Fundamental Application Schools / Pedagogical Support Centers" (EFA/CAP), distributed across the ten departmental Directorates of Education. This initiative aims to enhance the professional competencies of educators, consolidate classroom teaching practices, and optimize the quality of learning for the benefit of students.

The circular establishes an operational roadmap for the conversion of the designated institutions and defines the roles of the various administrative bodies:

Designation of Institutions : The public schools selected for this transformation are listed in the departmental annexes attached to this circular.

Infrastructure and Equipment : A Pedagogical Support Center (CAP) will be attached to each of these schools. Its construction, rehabilitation, and equipping will be carried out progressively, in accordance with the Ministry’s architectural and pedagogical standards and subject to the availability of resources.

Territorial Network and Supervision : Each EFA/CAP will provide continuous professional development and pedagogical oversight for a local network of approximately fifty associated fundamental schools. To manage this support, each center will be staffed—subject to budgetary availability—by two pedagogical advisors.

Management and Technical Oversight : The General Directorate, acting through the Directorate of Fundamental Education (DEF) and the EFA/CAP Coordination Unit (UCEFA/CAP), is responsible for the management, strategic direction, and overall technical monitoring of the initiative.
