New regulatory authority for games of chance and gambling in Haiti

As part of the State’s efforts to combat money laundering, illicit financial channels, and the financing of terrorism, the Ministry of Economy and Finance (MEF), in a Memorandum dated November 5, 2026, reminds operators in the gambling and betting sector that new decrees establishing the rules for this sector have been adopted and published in the official gazette, "Le Moniteur" on August 21, 2026.

Accordingly, the public is hereby informed that a new public institution, the National Gambling and Betting Authority (ANJHA), is now responsible for the regulation, control, and supervision of the gambling and betting sector throughout the national territory—including casinos, betting operations, borlette (lottery) outlets, and other similar gaming activities.

The General Directorate of Taxes (DGI) is the sole authority empowered to collect duties, taxes, levies, and any other sums owed by sector operators in connection with licenses, authorizations, and other obligations stipulated by law. Consequently, all payments must be made exclusively to the DGI, in exchange for an official receipt.

The MEF urges all operators in the gambling and betting sector to strictly comply with these new provisions and to refrain from making any tax, duty, levy, or other payments outside of the DGI’s official channels.

These measures have been implemented for the benefit of both the general public and sector operators, with the aim of ensuring better organization of gaming activities in Haiti. The Ministry counts on the understanding and collaboration of the public and sector operators, and thanks them for their cooperation in implementing these new provisions.
