For several days, Jean Max Bellerive, former Prime Minister, is fingered for the supposed granting of numerous contracts without tender, for very large amounts... Jean Max Bellerive, formally denied the accusations and stated that only "two or three contracts have been made over-the-counter" and that all procedures were followed. Former Prime Minister, also rejected allegations that he had favored Dominican companies, claiming instead that it is the Haitian businesses that took the largest part. [the total amount of all contracts awarded during the emergency period is estimated at approximately $300 million] Jean Max Bellerive said, have no problem on the audit of these contracts, saying that there is nothing illegal, to have given contracts for the execution of certain works with companies having performed studies of feasibility. He also noted that several contracts signed under his administration, had been submitted to the team of new government, who had made changes at the level of the terms of reference of some of them.
