Haiti - FLASH CARNIVAL : D-1, special measures, important information

The Directorate of Traffic, the National Police of Haiti (PNH) and the Ministry of Public Health have announced special measures for the carnival period, on the entire territory and this, from this Saturday, February 18 until February 22, 2012.

Garry Desrosiers, the Spokesman of the PNH explains "...all persons who have a license to carry weapons, can not move with their arms from February 18 to February 22 throughout the territory [...] with the exception of police officers in uniform, assigned to the carnival. We also say the security companies to make the rotations on site to avoid an arms flow.

The sale of alcohol in glass containers is prohibited [...] people do not have the right to move with objects that could injure someone [...] we are asking people to cooperate with police who will take special measures to ensure that everything that has been said, is respected. At the level of Port-au-Prince, more than 600 police are going to provide reinforcement in the Southern Department [...] in the department of West there are steps that are taken for the police can secure the population at the level of Champ de Mars [...] also, throughout the country, there are joint patrols NH-Minsutah, and during the three days of Carnival, the police will be present at the level of department of the West but also in every department to prevent outbursts, because the police, it is first the prevention, before the repression [...]"

For his part, the Commissioner Will Dimanche of the Directorate of Traffic and the Traffic Police has announced that no person shall drive at a speed exceeding 90 km/hour during this period, and stated that patrols will be deployed, including on the National Road #2, to control traffic and reduce the risk of accidents.

The Ministry of Public Health and Population informed that steps have been taken to ensure the management of emergencies during the carnival period. Ambulances, doctors, nurses and all the necessary equipment have been deployed in Port-salut, to deal with possible accidents. On all the courses, throughout the national territory, medical posts have been placed. Different hospitals have formed a network to handle emergencies during the course of the carnival festivities, announced the Director General of the MSPP.

In case of such emergencies or accidents, the cases could be referred depending on geographic location :
