Haiti - Reconstruction : Reaction of Ministry of Planning in the case of contracts 22/03/2012 09:09:03 AVIS : "The Ministry of Planning and External Cooperation (MPCE) informs the general public and those interested in this issue, in particular, it has not, to date, received any reports of the 'commission' set up by the Prime Minister to review the contracts linking the Ministry to private companies. Perplexed faced with this will to stigmatize an institution that, over the past five years, has gradually become one of the main engines of the national decentralization and regional planning, the Ministry reiterates its availability, as usual, to give explanations to all relevant institutions on the granting of such contracts under the Emergency Law passed by Parliament in the aftermath of the deadly earthquake on January 12, 2010. Unable to respond specifically to a document administratively nonexistent, the MPCE indicates, however, that the accusations that have been reported, just show a total ignorance of the environment at the time, of administrative procedures under the law of Emergency. These accusations are not only obscure the benefits and positive impact of works undertaken under his auspices for the Haitian population. The Ministry of Planning and External Cooperation, while acknowledging the legitimate concerns about transparency and the fight against corruption, hope that the debate serene and necessary on these issues is not simply to a means of destabilizing purely political, having only for objective the personal interests."
