Haiti - Economy : Tabling of 2012-2013 budget, in the next 48 hours...

The Senator Jocelerme Privert, President of the Commission Finance and Budget of the Senate expects to receive in the next 48 hours, the finance bill of the Government for the fiscal year 2012-2013.

"[...] We discussed with the Finance Minister [Marie Carmelle Jean Marie] to remind her the prescribed constitutional and legal governing the finance law, which states that the finance bill of the coming year must be tabled in Parliament no later than June 30, the Minister of Finance has pledged that the date will be respected.

The nation should expect that on June 30 at the latest, the finance law 2012 to 2013, is filed to be submitted to the examination and vote of parliamentarians, in order to allow that on October 1 the country begins a new fiscal year, with a new budget, and also that all economic operators and citizens in the country, know what economic policies the Government wants to give to the Nation.

The Government has made a draft budget, it's not yet a budget, this is why we speak of a finance bill. The Parliament has all the powers to amend this budget, to change the nature of expenditure, to redirect or reallocate them if necessary. However, the Parliament can not increase or decrease the amount of the volume of money provided, but only make reallocations within the budget.

We're not there yet, the budget will be filed, so it's from reviews that the Economic Commissions of both chambers, that we will know whether or not there is opportunity to alter the allocations that the government decided.

The President of the Republic in his electoral campaign, had set his political guidelines, he spoke of 4E who became the 5E, the General Policy Speech of the Prime Minister has already explained what direction he wanted to give. Therefore, it is necessary that the budget allow us to see [...] if the commitments that the Prime Minister made before the Nation in its Statement of General Policy, are reflected in this project. I remind you that a budget is the translation into figures of political and economic objectives, there are electoral promises, there is a set of commitments, a set of objectives that the government intended, and it is through the budget that we ensure if it is consistent with its promises and commitments [...]"
