Haiti - Economy : Calendar of the Commission who analyzes the Budget
Wednesday morning, the Commission Economy and Finance of the Lower House, responsible for analyzing the draft budget [2012-2013] of the Government and make recommendations, which affirms want to work quickly, held its first preliminary meeting, five days after the budget was tabled by the Minister of Economy and Finance... Following this workshop, the Deputy, Antoine Rodon Bien-Aimé, President of the Commission stated "[...] It was our first meeting with members of the Commission, to reflect on the methodology, we reflected together but unfortunately they could not all be present...

We agreed that we need a meeting with Prime Minister, the Minister of Economy and Finance and the Minister for Planning before beginning... My colleagues have a concern relatively to the budget that was passed previously, where there were 10 million gourdes affected by municipality, they want to know how the disbursement will be made before they start the work...

As we want to work faster [!] The same way that the government has made the effort to submit the budget on time [...] there is an invitation that will be sent to the Prime Minister and Ministers of Finance and Planning. So that Tuesday, July 10 to 10:00 am, we make a working session together in the House of Deputies.

Wednesday 11 we will meet political parties on Thursday 12, civil society and Friday 13, the academic, women's organizations and human rights.

From July 17, we will begin to receive each minister individually so that they come tell us what they did with the budget that was in their hands. What are the results, how the expenditures were made and what has already been spent.

Moreover, there are ministries that have not spent the money that they had and to which other funds were allocated. The Executive may decide to set an amount for them, but it is us who must give them the law that allows them to disburse and spend. We will look at whether these departments deserve money, if they do not deserve this money, we will remove them and put them in the ministries that will yield results, ministries that really work, according to what we believe...

We began to reflect and we will begin to act, because the law gives this power [...] when the elements of the budget will be good, we'll say it's good, otherwise we will say that this is not good..."
