Haiti - Security :  The kidnapped child in Jacmel, released unharmed (the details)

Jorym Xiam Étienne 3 years old, after having spent 5 days in the hands of kidnappers, has finally found his parents unharmed after being released against ransom, Thursday, Nov. 22, 2012, around 1 am. The child was found by his parents in Lamandou, a locality of Jacmel, while the ransom was given to the kidnappers on Wednesday night at 7:00 at Cyvadier, a suburb of the city.

Despite the presence of various specialized units of the PNH that have been deployed for four days in Jacmel, especially, the brigade against kidnapping, CIMO, BIM and SWAT Team, the kidnappers managed to escape. The primary objective wasnot to put the child's life in danger and recover him safely. This process has been decided after negotiations between the family of Jorym Xiam Etienne and police authorities. Only the parents of the hostages had to bring the ransom and come retrieve the child, according to the requirements of the kidnappers, told to HaitiLibre, a source close to the family.

At a joint press conference between the victim's family, the PNH and the delegation of Southeast held Thursday in the morning to the police station of the city, Bunis Maxi, the father of the child, thanked all strata of society Jacmelienne, that have mobilized for 5 days for the liberation of Jorym Etienne. Professor Bunis Maxi, praised the efforts of the national police in this case. A very special thanks was given to the Government Martelly-Lamothe, who, through his departmental delegate of Southeast Pierre Michel Lafontant, has supported the family economically by providing it with 40% of the ransom asked by the kidnappers. The father of Jorym Xiam Etienne, urged the authorities of the department to implement all necessary measures to stop this new practice that begins to settle in the region.

Pierre Michel Lafontant, invited the population to remain calm and giving the guarantee to the people, that this act will not remain unpunished. He indicated that the authorities will increase their strength, to track down the kidnappers and put them out of harm's way. "It is inconceivable that the bandits continue to sow mourning within the population."

Godson Orélus, the Director General of the PNH, went to Jacmel, not only to assess the security situation but also to investigate the case. He said that the high command of the PNH was concerned by the issue of kidnapping in the country. Godson Orélus declared that one of the largest networks, whose was part Clifford Brandt, recently dismantled by police, also had roots in the city of Jacmel and that the PNH was engaging in a fight to counteract these networks throughout the country.

The number one of the police institution, reiterated the commitment of the PNH, to work to protect the lives and property of the people and requested a genuine collaboration between the police and the population for a work more efficiently.
