The Ambassador Lamothe specified to HaitiLibre "This is a framework agreement, the formalities of application will be determined gradually. Because they will be of scholarships of Excellence, the prerequisites are of high level and the student should be able to have a folder of Excelllence before participating in recruitment and maintain this level of excellence throughout the curriculum offered by the UAEM.
