Haiti - Environment : Intervention of Haiti on Climate Change in Doha, Qatar
Jean Vilmond Hilaire, the Ministry of Environment is currently in Doha, Qatar to participate in the 18th Conference of the Parties (COP18) to the United Nations Framework Convention on Climate Change taking place at "Qatar National Convention Centre" from 27 November to 7 December 2012.

In his speech, the Minister Hilaire declared "Compared to the magnitude and frequency of extreme weather events, Haiti cherishes the hope that from this meeting, will leave important decisions, that will allow us engage resolutely and irreversibly in the fight against climate change for the coming years [...]"

Extracts from the intervention of Minister Jean Vilmond Hilaire :
"[...] Our governments must, each year devote their scarce resources, which should go to social sectors such as education, health, housing, drinking water, etc... to heal the wounds caused by these events, which are other than direct consequences of climate change.

[...] If the effects of climate change are global, the impacts differ from one country to another. Countries can not change location. Well-being as poverty is shared sooner or later, one way or another because we are a single people on one earth. So we must break this vicious circle, which leads us into a spiral of uncontrollable natural events each more challenging than the other, hampering the only model of economic development needed : ne that is not regional but global ; the one that takes into account the basic needs of peoples, in the respect for cultural diversity and genetic ; the one allow you to reach a framework for the protection of lives and property of the most vulnerable ; the one that is not conducive to the opulence of a small group in the contempt of others.

The political will to change the future of my people are at the highest level in the hierarchy of government in Haiti. For the first time the environment is a priority stated in the governmental policy.

[...] It had to be done yesterday, today it is late. And we see trends to achieve results for the benefit of the planet, rather vague because we would like to forget the principle of common responsibilities, but differentiated.


[...] It is necessary to reduce CO2 emissions and at the same time, we must support adaptation efforts in developing countries to enable them to cope with the effects of climate change. The Convention provides us with a set of mechanisms, that can allow us to respond effectively to achieve these objectives. We just need to have the courage and the will to use them. In this sense, Haiti believes it is crucial to achieve a second commitment period under the Kyoto Protocol, which clearly indicates the reduction targets. We urge all countries parties to the Convention or not, to work towards the realization of this idea.

Meanwhile, the adaptation efforts of developing countries in order to deal with climate change should be supported more effectively. It is therefore necessary to allocate more resources for adaptation and immediate recovery activities to cope with extreme events. For this purpose, Haiti invites countries parties to consider. the possibility of establishing, under the auspices of the United Nations, a special mechanism that would allow countries to mobilize and quickly access additional resources each time that occur these major climatic events.

[...] Besides our concerns, compared to the magnitude and frequency of extreme weather events, Haiti cherishes the hope that from this meeting, will leave important decisions, that will allow us engage resolutely and irreversibly in the fight against climate change for the coming years [...] An agreement, that defines ways and means, which will enable us to achieve this common goal is more than necessary [...] The challenge of climate change requires significant effort on the part of each and every one.

No people can not refrain from subscribing to an approach, which aims to produce equity and harmony among nations, if it wants to be at the height of human morality."
