Haiti - Economy : Cash flow situation very tense...
Wednesday, during the 10th Government Council, Marie Carmelle Jean Marie, Minister of Economy and Finance has explained that for the first quarter of the fiscal year [October-November-December] "we collected resources to the tune of 15.7 billion Gourdes and incurred expenditure amounting to 14.4 billion Gourdes," stating that apart from salary payments, bonuses, collection for insurance, pension funds etc... operating expenses, and subsidies, 33% of expenditure was spent on investment.

"[...] Our own revenues were below expectations as we had done, we expected that we would have of internal revenue of 9 billion 84 million Gourdes, we collected only 7 billion 93 million gourdes.

I explained it partly by the fact that we have continued to subsidize the pump price of petroleum products, making that between October and November, we lost 1.2 billion gourdes of revenue in excise taxes that we collect on petroleum products.

Customs revenues are also below our expectations, we expected 4.443 billion Gourdes, we collected only 3.251 billion Gourdes, or 73% of the forecast, although the custom has made a good performance in December https://www.haitilibre.com/en/news-7587-haiti-economy-record-of-customs-revenue-in-december-2012.html

[...] We note that the months of October and November were very low.

For other domestic resources, we planned for the first quarter, 158 million Gourdes revenue and we have only collected 10 million gourdes, or only 6% of what we expected...

So the total for current revenue, our own resources, we collected only 76% of what we had planned, on the other resources, we mobilized for the first quarter 1.1 billion 540 million Gourdes, that we have drawn on the account PetroCaribe and we received 417 million Gourdes of budget support from the European Union. To complement these resources and reach 15.7 billion we made emissions of Treasury bills, maturing in 3 months.

For the second quarter, we believe that cash flow will remains very tense, January-February-March, are always 3 bad month for the Public Treasury [...] Customs and DGI does not have much income, to the extent that larger taxes that businesses pay, are in the first quarter. So [...] we expect that the cash flow situation, is very tense... This justifies and requires more effort in operating expenses and in expenses of subsidies, to avoid that we are obliged to have recourse to monetary financing in the second quarter of the fiscal year [...]"
