Haiti - CTCEP : The 3 representatives designated of the Parliament, still not confirmed
Friday, the Senator Andris Riché, Vice-President of the Upper House, who had announced Thursday evening on Radio Caraïbes, that the Parliament had designated its three representatives at College Transitional of Permanent Electoral Council (CTCEP) Mrs. Marie Clunie Dumay Miracle, Me Néhémie Joseph and Mr. Pierre Simon Georges wished to clarify "[...] President of the Senate, Simon Dieuseul Desras asked me for reasons beyond his control, he could not come to sign this Friday [in displacement for an activity to Saut-d’Eau, Plateau central], to sign for him [the confirmation letter for the executive], this letter will be forwarded to the President of the Chamber of Deputies who will forward it [in principle Monday to the executive office]"

We reproduce the contents of this letter, read by the Senator Riché, on which is missing the signature of President of the Lower House, the Deputy Jean Tholbert Alexis, to officialize the appointment of three representatives of the Legislative Power.

"Mr. President of the Republic,

The Presidents of the Senate and Chamber of Deputies present you their compliments and has the honor to inform you of the decision of the Legislative Body to ratify and approve the choice of the Bicameral Commission responsible for designating on behalf and for the Parliament, of three representative to serve at College Transitional of Permanent Electoral Council. These are the citizens :

Mr. Pierre Simon Georges ;
Mrs. Marie Clunie Dumay Miracle ;
Me Néhémie Joseph.

Having completed fully and in any case its constitutional mission, the Parliament through the body of Presidents, transmits you Mr. President, with the assurance that useful following will be given to this, the assurances of its highest consideration.

The Senator Riché, says he spoke with the Deputy Jean Tholbert Alexis, President of the Lower House, also unavailable Friday to sign the letter, which would asked him to forward this letter to his secretary and that he will sign it quickly. The Deputy Riché, stressed that the Deputies Levaillant Louis Jeune and Jean Acklush Louis Jeune, as well as Georges Simon, Secretary General of the Chamber of Deputies, were witnesses of these remarks.

For his part, the Senator Jean William Jeanty, contests the designation of 3 representatives of the Parliament, which according to him, is not the expression of the will of Parliament, because of non-compliance with the terms of reference of the agreement of Monday, December 24, 2012. Stating that the names of Pierre Simon Georges and Marie Clunie Dumay Miracle would have been imposed by the Deputy Jean Tholbert Alexis and that these two names were not on the list of candidates forwarded to Parliament "For me, nothing is yet clear in this case. We do not know on what criteria these three individuals were selected. Therefore, the choice of a small group of parliamentarian can not in any case engage the entire Parliament," declaring Friday on a radio station of the capital, "that nothing is arrested at the Parliament"...

For its part, the Deputy Abel Descollines, doubts that these designations put an end to the pre-election crisis, and waits to see the signature of both Houses to be sure of what will be really.

Sauveur Pierre Etienne, coordinator of the Organization of People in Struggle (OPL), of which is member the Deputy Riché, does not share the opinion of the deputy Riché, believing for his part, that these designations are similar to a "electoral robbery".

6 days after the expiration of the Bicameral Commission, there is still confusion... and the crisis plays extensions.
