Haiti - Economy : New joint mission for budget support
Last Friday, within the framework of partnership for budget support signed [in 2009], between the Haitian government and development partners, engaged in direct or targeted budget support, a new joint mission was organized in Haiti. his joint mission comprised representatives of the World Bank, the European Union, the Inter-American Development Bank (IDB), Spain and France, as well as Canada, the United States and of International Monetary Fund (IMF), present as observers.

According to the macroeconomic framework presented by the authorities, the real growth in Haiti, has finally reached 2.8% in 2011-2012 and is expected to increase up to 3.4% in 2012-2013. Inflation, measured yoy and which fell significantly last year (6.5%), should continue to decelerate to 5.7% for the year, benefiting from a low level of imported inflation, despite the slow depreciation of the Gourde.

Furthermore, the progress of measures of the 2011-2012 matrix reveals the overall positive results, since on the 64 measures listed, 61% have already been achieved (39), 30% were partially (19) and the remaining 9% (6 measures) are not yet realized.

The 2012-2013 matrix was again reorganized to reflect changes requested by the various parties. It consists of two main parts: economic governance and economic and social policies.

The economic governance includes three components: macroeconomic stability, the government reform and the modernization of public financial management, itself divided into six major themes [continued reforms, preparation and execution of the budget, mobilization of government revenues, cash management and the debt, control and audit and the fight against corruption and finally the remediation of the business environment (with the business environment, public-private partnerships, insurance and financial sectors).] Policies include national and sectoral policies with the fight against poverty, energy, transport and road infrastructure, agriculture, mining, education, drinking water and sanitation and health.

At the end of the work, authorities and partners have validated the progress of the matrix with the objectives and indicators set for 2011-2012, and adopted the matrix comprising the objectives and indicators set for 2012-2013. Moreover, the promise of disbursement for the current year have been revalued to the tune of 84 million U.S. dollars. No specific promise has been provided for the next year.

The next follow-up meeting of the partnership framework will be held in three months.
