Haiti - Economy : Development of Free Zones

Thursday at the invitation of the engineer Alix Célestin, the Director General of the National Port Authority (APN), the Directorate of Free Zones of the Ministry of Commerce and Industry, has sent two of its senior executives, the economist Ms. Sanite Désir and Me Fils-Aimé Ignace in order to make a presentation on the development strategy of the Free Zones as a tool for planning and economic development engine of job creation.

In her speech, Ms. Sanite Désir has made the history of zones in Haiti and explained the vision underlying the establishment of the first free zones in Haiti. For his part, Me Saint-Fleur focused his intervention on the legal framework, normative of Free Zones and the contribution that the APN could bring to the establishment of new zones likely to help to the resorption of the unemployment and boost national development. The Law of 9 July 2002 on Free Zones, has been the subject of technical analysis accompanied many comments economic, social and of legal nature. It was a presentation of a large educational scope in which Me Saint-Fleur, was inspired by recent successful models of zones to support his argument.

The Director General of the APN, has presented his new vision on the role and contribution of port infrastructure in an integrated national development policy. The "Pôle Économique Portuaire Maritime" (PEPMA), of the name of this new vision carrier of solutions to the issues of unemployment and low economic growth, is an approach called to out the APN of its traditional mission, traditional of reception and shipment of goods to be turned into pulse Centre, integration and organization of various economic activities.
