Haiti - Education : Training Week on the Development of Public Policy

The Office of Management and Human Resources (OMRH), begins this Monday, Aug. 5, 2013, its fourth week of training on the theme "Development of Public Policy." This week is divided into two sessions: the first from Monday to Wednesday noon is intended for Deputy Directors General of the Ministries, while the second will begin Wednesday afternoon and ends Friday afternoon, to the attention of Director Generals of Autonomous Bodies and Services Technically Decentralized.

During this week, the Directors General, senior civil servants of the state, experienced in the management of public affairs, will take advantage of their presence in the seminar to exchange and share their experiences with their colleagues.

The OMRH explains that "Public policies play a central role in the action of State, they are the primary means of intervention of governments, allowing them to be closer to the concerns of the population. Thus, health, roads, security, housing, education... are part of the normal scope of intervention of governments and therefore, of Public Policies implemented.

In other words, public policies are public actions embodied in devices responding to issues/problems identified as requiring a response that is in the public interest, in order to produce results in the social field. It is therefore a complex and dynamic process which starts from the identification of issues through the definition of programs consisting in the development of policies whose implementation will be subject to monitoring and evaluation of effects.

Evaluation is an essential part of any Public Policy, without it, we can consider that there is no interest to the implementation, because assessing it is to examine whether the legal, administrative and financial measures implemented can produce the expected effects of this policy."
