Haiti - Politic : Since June 10, 2013, no law has been passed !
In the lower house, nothing works ! Deputies seem to have become the champions of absenteeism. Since the opening of the second regular session of the 3rd legislative year, Monday, June 10, 2013, no law has been passed for lack of quorum to hold a plenary session. In addition, the plenary session of Wednesday in which was to be voted the 2013-2014 budget, whose the constitutional deadline of 30 days has expired, has been suspended following a fighting between deputies Jean René Lochard and Fritz Gerald Bourjolly, before resuming to finally vote the Finance Act [50 votes for, 10 against, 10 abstentions].

Recall that the President of the two Houses, in presence of the Prime Minister at a joint press conference on 5 July, had stressed the need to work continuously and in all haste for the Parliament could rule on a certain number of priority bills including :

  • Bill on the establishment, organization and functioning of the National Fund for Education (FNE) ;
  • Bill on microcredit ;
  • Bill on food security ;
  • Bill fixing the number and the name of ministries ;

Today, Jean Tolbert Alexis, recognizes the lack of work among parliamentarians "While the session will end in 6 weeks, we only rejected the objections of the Head of State on the Law on Creole Academy [...] Since we have done nothing..." fearing that if measures are not taken immediately, the session could be completed without any law is passed...

The President of the Lower House has announced drastic measures to force Members of Parliament to take part in the sessions. As of Wednesday, he will every day until the end of the second ordinary session of the third legislative year, to a first roll call to 1:00 pm and a second to 2:00 pm and the names of absentees will be published in newspapers every Friday," "The people must know what is happening. [...] They [the deputies] are sent here to work, they must work !"
