Haiti - Politic : Installation of the Superior Council of Administration and of the Public Service 05/09/2013 11:48:51 The ceremony was attended by several members of the government including Dr. Florence D. Guillaume, Minister of Public Health and Population, Laleau Wilson, Minister of Economy and Finance, Me Jean Renel Sanon, Minister of Justice and Public Security to which are added the Directors General, including Jean Baptiste Clark Neptune, Director General of the Directorate General of Taxes (DGI), Erold Etienne, Director General of the Ministry of Economy and Finance and some representatives of the international community. The Prime Minister told, when installing the Council, that the implementation of this structure participated to the willingness of the President of the Republic, to create a more dynamic and more effective professional Public Administration. The Head of Government said it wanted to stay in line with the vision of the Head of State to restore the confidence of citizens, preserve the rule of law with a public service of quality, honest and at the service of the general interest "I am engaged in my policy statement before the Haitian Parliament in May 2012, to make of the reform of the State, and especially the reform of public administration, one of the priorities of the action of the Government I lead." Laurent Lamothe is convinced that the installation of the Superior Council of Administration and of the Public Service, trongly marks the Government's political will to complete the reform of the state initiated under his instructions, in July 2012 by the Office of Management and Human Resources (OMRH) body attached directly to the Primature. Among the actions undertaken in the direction of reform, he wished to underligne : - The organization of the thematic Table of Donors on the reform of the State; - The mobilization and structuration of the central state administration; - The launch of a training policy; - The establishment of a policy of recruitment in the public service; - The creation of a code of ethics; - The technical and legal support of the OMRH to several ministries; - The launch of a new salary scale in the public service. The Prime Minister said to rely heavily on the proven competence and openness of the Superior Council of Administration and of the Public Service to provide the country with a government that will satisfy the expectations of the Haitian people.
