Thursday during a press conference, Wilson Laleau, the Minister of Economy and Finance announced that Haiti will have a new budget on Monday after the adoption of the Finance Act 2013-2014 in Council of Ministers...

Vigorously denouncing the rejection Tuesday by the Senate, of the bill of Finance 2013-2014 [7 votes against, 6 for and 4 abstentions] vote that he qualified of "low blow", he wished to recall that an agreement had been reached before the rejection, between him and the Senate Committee, esponsible for analyzing the Finance Bill 2012-2013 in the Senate. "All concerns and comments of the senators were considered : tax on the right of slaughter, passport fee, tax on undeveloped land, customs tariffs..." rearrangements that the government was willing to accept.

To justify this decision, he explained that the government had filed June 27, 2013, within the prescribed period, the bill budget for the next fiscal year and September 9, 2013, was the deadline for Parliament to vote on the budget. During the 70 days available to the Parliament (according to the legal provisions of the Act of 17 May 2005), the Lower House voted the project in the constitutional period, while it is only Tuesday [24 September 2013], 14 days after the prescribed period, that the Senators selected, meanwhile, to vote the rejection of the budget 2013-2014. Stressing that the government no longer had the time to submit another bill and it was also not desirable to extend the Finance Act 2012-2013, the Minister Laleau stated that "[...] The country must begin to take responsibility and not depend too much on foreign aid to finance its national budget [...] We are committed within the government to change that." The financial independence of a Nation, passing necessarily through the payment of taxes and broadening the tax base...

For the economist Kesner Pharel, the decision of the Senate is serious "This is the result of the inconsistency of legislative and executive powers [...] the renewal of the current budget would not be detrimental nor Parliament nor the Executive, but for the Haitian population."

The government, which has indicated to have legal provisions to this effect, will make every effort to provide the country with a budget for the new fiscal year that begins October 1, 2013 affirmed the Minister Laleau "We will consider of cote of deputies and considerations made ​​by members of the Senate."

It will be the document prepared by the Executive, approved in almost the same by the lower house, with modifications requested by the Senate, advised the Minister of Economy, who promised that the text will be ready in time. A budget, just like the previous [2011-2012] year has not been passed in identical terms by the two Houses of Parliament...

On the side of oppositionand especially of the Senators having rejected the budget, anger is brewing. It is questiuon in bulk of "interpellation of the Minister and the Government for violation of the Constitution", "the slippery slope", "confrontation with Parliament" and "showdown" announcing without naming it a new crisis to come...
