Haiti - Economy : The Minustah wants to encourage local businesses 14/10/2013 12:31:49 For 2010-2011, the market share gained by the Haitian suppliers accounted for 35.9% in 2011-2012, this share fell to 20.2% before rising the year 2012-2013 to 48.7%. For the 2013-2014 year, the budget of the Minustah is 125 million. The award of contracts, mostly dominated by regional providers (7% - Dominican Republic) and international (37%) can be explained by among others, the difficulty of Haitian suppliers to compete the prices of their competitors or the fact that their products do not always meet the quality criteria that the UN Mission seek, specified Pierre Mokbel, who leads the team contracts to the Procurement Section of the Minustah. Mr. Mokbel explained that to participate in tenders of the Minustah, the Haitian businesses must follow a registration procedure "Some forms must be completed, including the list of goods and services that a company can provide to the Mission. After registration, the Section assigns each company a number that will identify it when bids. We have also established "categories" of contracts based on the level of financial capacity of the company concerned. The first level includes contracts for amounts ranging from zero to 200,000 USD. The second level can go up to 500,000 USD. Companies must demonstrate that their financial availability will not be disturbed, to the extent that the Minustah pay 30 days after the receipt of goods or services requested. This requires that the contractor is financially able to hold pending payment. When a supplier sends an expression of interest for a tender, the Procurement Section will ask him to bid the same way as others while ensuring that it can carry out its activities pending payment. The seminar will allow Haitian businesses to ask their questions and to gather further information."
