Haiti - Agriculture : Towards the improvement of the performance of agricultural projects
Sunday, November 10, ended a 3-days training session, on the new tools of the Ministry of Planning and External Cooperation (MPCE) and the Ministry of Economy and Finance (MEF). This session, organized by the Unit of study and program of the Ministry of Agriculture, Natural Resources and Rural Development (MARNDR), aimed at improving the quality of the preparation of constituent elements of the folder to provide the MEF and MPCE for financing of projects included in the Public Investment Program (PIP).

This training workshop, which was held at Kaliko Beach (Arcadins Coast), was co-chaired by officials of MPCE, of MEF and the National Commission of Government Procurement, and was addressed first and foremost, to project managers of MARNDR financed by national resources. This training will enable participants to refine the various project documents on the basis of new requirements of MPCE and check their alignment with national and sectoral priorities. Interventions focused on various tools such as the new format of the Identification Form and of Project Operation (FIOP), the logical framework, the operational plan, the cash plan, plan procurement and disbursement mechanisms.

According to MARNDR, the impact of this training will occur during the 2013-2014 fiscal year by the increasing of the level of disbursement to 90% against 61% for the previous year. The credit absorption rate, which is currently very low, should exceed 80% for the current year. The Ministry intends engage firmly in the way of of the management focused on results, by significantly improving the quality of public spending, in particular through the strengthening of preparedness mechanisms and of PIP programming and accountability of PIP in the accountability.

This initiative is part of the logic to make the MARNDR more efficient, in terms of under Program and of Institutional Strengthening and Governance of the Agricultural sector (PRIGSA) of Three-year Recovery Plan Agricultural (GCW). Other similar-training workshops that focus on topics of interest are planned for the current year.
