Haiti - Politic : President Martelly transmitted to Parliament the Draft amendment of the electoral law
The General Secretariat of the Presidency informs us that President Michel Martelly has transmitted this morning March 31, to the two branches of the Legislature, the Draft Amendment to the Electoral Act 2013, as negotiated in the framework of the agreement El Rancho for ratification... (ref. Article 8 and Article 12 of the Agreement)

Recall that on March 27 the Head of State had, by letter, drawn up a list of 7 bills identified as priorities by the Executive, to be voted by Parliament as part of the agreement El Rancho in reference to the commitment provided in Article 2, paragraph f)

Draft laws in question are :

1 - Draft Finance Bill 2013-2014.;
2 - Draft law on e-government.;
3 - Draft law on electronic signature adapting the law of evidence to the Information Technology and broadening the skills of the National Telecommunications Council.;
4 - Draft law on electronic exchanges;
5 - Draft law establishing creation, organization and functioning of the National Fund for Education (FNE);
6 - Draft law on public debt;
7 - Draft law amending sections 42-1, 48, 49, 54, 62, 62-1, 62-2, 65, 66 and 69 of the Law of 10 June 2009 laying down general rules on contracts and concession agreements of work of public service.

This step corresponds to a major point of the execution of the El Rancho agreement signed on 14 and 19 March 2014 between the Executive and Legislative Powers and Political Parties under the auspices of the Episcopal Conference of Haiti, initiating the period of 10 working days for the enforcement of its content freely negotiated and initialed by the signatory parties, in the presence of the mediator. Term ending in principle April 2, 2014...

Note also that the Executive under the Agreement El Rancho had already implemented several points of the agreement, including the publication of certain laws and resolutions of Parliament in the official newspaper "Le Moniteur" https://www.haitilibre.com/en/news-10769-haiti-politic-the-executive-enforces-the-inter-haitian-agreement.html and the confirmation of its three representatives to the Provisional Electoral Council (ref. Article 7 of the Agreement)
