Haiti - Education : The Ministry calls for the resumption of classes in all public schools
Concerned about the calls for strike of teacher unions and the high school students in street demonstrations that could lead to clashes and uncontrollable drifts https://www.haitilibre.com/en/news-13000-haiti-news-some-news-here-and-there.html the Ministry of Education and Vocational Training (MENFP) appeals to the sense of civic responsibility of teachers to resume classes in affected schools to protect the interests of students.

While recognizing the right of everyone to express their legitimate claims, MENFP remain convinced that strikes nuisance can only further weaken the efforts underway to hand back the education system and the revival of the Haitian school that require the participation of all stakeholders.

"The end of school failure in Haiti will only be possible by the contribution of all, especially teachers who have an important role to play in the supervision of students. It is time to stop systematic practices that penalize young people for whom the parents and the state make enormous sacrifices for their training in order to restore hope to future generations.

While listening to the teachers' demands and reaffirming its duty to accompany teachers to constantly improve working and living conditions, the MENFP reminds all the efforts made in 2014 to advance the cause of the teaching condition, stating, moreover, that the pending cases of teachers are a legacy of years.

Among the main actions taken in 2014 include in particular:

1. The Decree on the special status of educational staff;

2. The wage increase which allowed pass the basic salary of a teacher from 9,000 gourdes to 13,000 gourdes an increase of about 40% in full fiscal year despite budgetary constraints;

3. The Plan of regularization of 7,000 teachers whose 1,200 integrated in 2014 and 500 new per month until exhaustion https://www.haitilibre.com/en/news-11967-haiti-education-payment-of-salary-arrears-and-regularization-of-teachers.html ;

4. The training plan for educational staff. Already, 216 schools directors are uner training with a view to regain control over high schools : https://www.haitilibre.com/en/news-12341-haiti-education-management-of-high-schools-the-ministry-decreed-the-state-of-emergency.html https://www.haitilibre.com/en/news-12383-haiti-education-beginning-of-the-training-for-40-directors-of-high-school-west.html

5. The adoption of a salary scale, pending approval by the other bodies of the state, focused on qualification and experience, offering a basic salary of twenty thousand gourdes for the best qualified https://www.haitilibre.com/en/news-12872-haiti-education-new-salary-scale-for-public-school-teachers.html ;

6. The establishment of the teachers advantage card that will allow teachers to enjoy many benefits and privileges https://www.haitilibre.com/en/news-12917-haiti-education-official-launch-of-the-teacher-card-advantage.html ;

7. The establishment of the National Register of teachers and schools, following the census conducted in September 2014 on schools and teachers, a prerequisite for the implementation of the new salary scale https://www.haitilibre.com/en/news-12331-haiti-education-1-000-additional-teachers-will-be-integrated-shortly.html https://www.haitilibre.com/en/news-12987-haiti-education-psugo-and-transparency-publicly-available-data.html "

The Ministry recognizes that there is still much to do to meet the demands of the teaching world, but stressed that "the struggle for change is a long process, especially given the limitations of the country's financial resources." MENFP said to be determined to work for the improvement of the teaching condition, a prerequisite for improving, among others, the quality of education. Finally, the Ministry invites teachers to continue the dialogue essential for enhancement of their status and education reform while continuing to ensure their courses in public schools in the interest of the students who are the true beneficiaries.
